Harry Winks, who has been out for nearly two months with a hip problem, is also named in Mauricio Pochettino’s starting XI for the all-English showpiece.
Meanwhile, Liverpool striker Roberto Firmino also returns from injury to start up front for the Reds.
The Brazilian provides Jurgen Klopp with a timely boost after missing the last three games with a thigh problem.
Elsewhere, Georginio Wijnaldum gets the nod in midfield following his heroics against Barcelona in the miraculous semi-final comeback, with James Milner the man to make way.
